The Pointer Ruler Guides menu option is a simple checkbox:

• Activating this will turn your mouse cursor into a crosshair, allowing the operator to move or place the cursor in a precise position with reference to other objects on the lay-out.
• Deactivating will have your cursor return to the standard arrow-shaped Windows cursor.
